Bitrix.news CNC for elements without sections?

Good afternoon!
I get 404 when I go to the section. When you switch to the news is normal.
It is required that the CNC of the element be without a section:
section url - /news/url__razdel/
news url - /news/url__novost/

In the component settings:
CNC directory (relative to the site root): /news/
Section page: #SECTION_CODE#/
Detailed view page : #ELEMENT_CODE#/
