AWS SES: How do I limit the number of emails?

Hello,
Is it possible in AWS SES to restrict emails to be sent to a specific email address within a certain time period?
For example: If the user entered his email address [email protected], the system sent him an email and so that the user could not request this email again within the next 30 minutes to the same email address (to [email protected]).
