Packet loss when transferring large files over TCP?

I came across this post on the Amazon AWS forum from an Amazon employee.

If you are attempting to upload very large archives (100MB+), you could be seeing issues with packet loss across the internet. Large file transfer bandwidth typically degrades over time due to this. This is a general tcp over the internet problem, nothing specifc to either your side or ours.

In general, this really happens on their servers, I want to find a proof and a description / explanation of what is described here (before that, I thought that this was only happening on them). It's also interesting if this happens on upload or on download too.

You misunderstood. They mean that due to packet loss, large file transfers can be slowed down, precisely because of TCP, which guarantees the delivery of packets.

It's also interesting if this happens on upload or on download too.
This happens all the time. And not just on Amazon.
Proof in the definition of the term.
In contrast, there is the UDP transport layer protocol, which is used when it is possible to lose part of the data.
