Amazon S3 Image Not Receiving, Error 500?

I read that Roskomnadzor banned Amazon IP addresses in order to block Telegram. My apps are hosted by Heroku and upload files to Amazon S3.
How can I get around this problem or find another way to solve file uploads?
I use ruby on rails and a gem for loading - Refile.
