Good evening, I installed Avast Free on Windows 10 and for some reason I have turned off Screen protection, mail, web screen, do I need to turn them on?
and tell me whether it is possible to disable the check of .exe files at launch? I just write programs in C # and when I run my application it constantly checks for viruses

In the web screen settings, I recommend disabling the check of https sites so that Avast does not replace certificates and browsers do not swear at it.
See the rest of the screens as needed - if you don't use email clients, you don't need a mail screen. The behavior screen sometimes randomly blocks, for example, Radmin's work.
To prevent your exe files from being checked, add the folder with them to the exclusions.
