Automation of the courier service?

I would be very grateful if you tell me in which direction to move when solving the problem of automating the courier service. The fact is that it is planned that the couriers will provide a unique service, so it is impossible to “hang” the task for the courier service.
I would like the operator to enter tickets for processing into the system, and they are automatically distributed among the couriers, maybe even in accordance with their current location, an SMS notification would work, both for couriers and customers, well, and other “goodies” that only you can imagine.
The search engine gave the site of one local program, and offline.
Surely such a popular problem has already been solved by a bunch of methods. Separately, I am looking for Internet services with which I could cope.
So far, I have only come up with something like Saas EPM services, in which you can create tasks and assign them to couriers, and they, in turn, will be able to change statuses and report in every possible way, having mobile devices and Internet access.

if all couriers have some thread of corporate phones with android / wp, then it is quite possible to play in relation to exchange / sharepoint / mscrm.
