Project management

Please recommend a project/document management application.
These criteria are:

• Installation locally on the server, access via https
• Distribution of powers for projects/files/tasks for different groups (clients/project members)
• Time tracker app

I had experience with JIRA, I would like something similar, but cheaper, with support (I consider open source solutions like project open last)

PS saw many recommend Redmine. I read that in Redmine it is impossible to manage access rights at the level of individual task fields. And this is just one of the main criteria. For example, a client (customer) should not see all tasks and fields, only those projects and tasks (fields in tasks) that are open to him should be available.

We use active collab - for me, the optimal easy-to-understand solution. If you google correctly, you can find a version weaned from greed
