Automatic download of files from PC to android?

Cloud storage has a huge and incomprehensible minus for me: this is the lack of automatic downloading of files from the cloud. How can this problem be solved, taking into account the following wishes:
1) it is not necessary to use cloud storage, the main thing is that some PC-android files are synchronized.
2) the application on android should not eat the resources of the smartphone
3) this is not a left application "add-on" to the cloud, which I do not trust.
4) Windows & Linux PC
