At what point to encode the text in utf-8, when receiving data from the server (objective-c)?

The question is, I have a table with data on my local server. Instead of Cyrillic, I receive question marks, what should I do?

If anyone is interested, I quickly registered on a paid hosting, changed the last line to
and it all worked (PS on local hosting didn’t work that way, you see somewhere in the settings the encoding is different, correct me if it’s wrong).
