Asterisk 13 + Panasonic NS500 how to set up?

Good day to all. I've been trying to connect ASterisk 13 (FreePBX) with Panasonic NS500 for days. The trunk between them has risen, calls from ASterisk subscribers to Panasonic subscribers go through without problems, but Panasonic subscribers get a busy response back.

I also have a third ATS - AGATE UX-3710. Panasonic communicates with it without problems and calls go in both directions, from which I conclude that something else needs to be configured in the asterisk, can someone tell me where to dig?
PS I tried to make FWD on Panasonic from any internal number to an asterisk internal number, so everything works. Those. I call from the asterisk (number 1102) to Panasonic (number 3222), on which FWD is configured (to 1106), and the call returns to the asterisk to the specified number .... some miracles.

1. Run asterisk -vvvc (or if it is running in daemon mode, then asterisk -r)
2. core set verbose atleast 3
3. Make a call from panasonic to asterisk
4. Post the log here and attach the part of extensions.conf that should receive and resolve incoming calls with panasonic.
