If the film is not deleted, then either the copyright holder does not care, or YouTube is in the know.
If anything, Yutup has long been showing licensed content for free (well, as "free", for advertising). Free, yes.

If the film is not yours, then formally you cannot upload it, it will be illegal. Unless the copyright holder gave you permission personally.
The copyright holder himself (conditionally, the author) can upload his works absolutely legally. So if you got on the official channel and found a movie there, then it's not surprising.
Youtube blocks even more, even a lot of false-positive positives when it automatically checks. That is, by posting your own content, you may face blocking. The funny thing is, when re-posting the same content (without changes), automatic blocking may not work.
There are all sorts of tricks, such as adding a view to the frame, as if from a cinema hall. This cheats YouTube's filtering algorithms, but there's always a manual check that one day may overtake.
