Are Topic Requests Necessary?

Some people know what to write about. About what they do interesting things related to their work or hobbies, make translations from foreign languages ​​of articles that they have come across, or simply write some relatively interesting news. But not always among this stream of consciousness is something really interesting.
Isn't it time to make a "Requests" section, where interesting topics could be announced, for example, "experience with a spherical horse in a vacuum without air and a fulcrum", which other Khabrovites could traditionally evaluate, but the assessment would not go to the author request, but, say, the author of the best topic on this topic. With luck, this could increase the number of interesting topics. And to everything else, it would support the good tradition of weeks of something on Habré.
Can you develop this idea?

It would also be nice to do this with two subsections: "It would be interesting to read an article about ..." and "Would it be interesting to read an article about? ..", so that doubtful authors do not write to q&a. Then q&a will be only for questions on the topic of habr, and potential authors will be interested in the opinion of readers in a separate section.

But will it not turn out that several people will write an article at once on one request? Then you really need to do it by analogy with ticket systems: one request - one performer. :)

I agree with "It would be interesting to read an article about ..." - for those who did not think that his knowledge could be interesting, but then he will see and write. But against “Will an article about it be interesting? ..” - it seems like a person wants to write, and the topic, therefore, is there, but lazy?
