I decided to share my development in the "I'm PR" hub, but I found that this requires karma over 20. But at the same time, the hub does not prohibit sending a post for publication.
Are there other options to send a post without karma for publication?

Send to the sandbox. Maybe if the article is good, they will give you an invite and / or raise your karma so that you can transfer the post to the profile hub. There were precedents.
