Are these fluctuations in traffic normal?

Whether such "differences" of a traffic are normal? - looks like a serious accident. I just can’t gain a foothold in the issue, the extreme point is reached - the next day there is already a recession, and so on, it jumps like a hare.

Can such jumps be caused by the Problem with CLS: "the value of the indicator is above the threshold." Or maybe I have a too aggressive link profile building policy.

It depends on the topic, the nature of the traffic (b2b-b2c), the source - if we are talking about Yandex, then such drops are rather the norm, especially in competitive topics or where the "many-armed bandit" is especially active and more and more new sites are constantly mixed into the search results.
Few data.
