Are there web magazines?

As a fan of printed Tolmuts, I want to fill my office with literature on HTML, CSS, JS, PHP, and developing applications for mobile devices. I ordered several immortal editions (books), but I perfectly understand that progress does not stand still and the book that you buy now will become obsolete in another year. Therefore, I ask you to tell me if there are magazines (other permanent publications) on these issues in nature? Such that they keep track of all the most interesting and new, give lists, patch notes, updates to the most popular tools and engines for printing. Also, I would like to thank you for the links to similar online publications. Habr is good for many, but even more is better. It is difficult to keep track of such a volume on your own. The language of publications is not important.

I would like to clarify about the obsolescence of books: the basic principles do not become obsolete.
Many who write in their profile or resume about knowledge of html5, css3 would not hurt to read old books like Kirsanov.
Many front-end developers would do well to read Krug.
Many designers who produce 10 site templates a day would do well to read Allen Hurlbert.
Young layout designers use flexbox with might and main, not understanding what kind of layout problems gave birth to such a tool. They use a flat style, not understanding what was the prerequisite for its appearance. There are many such examples. So collect old books, at least classics :)
