I would like to use the functionality of Yandex / Google maps of Russia in the project. But the server with the application is in a closed network - they do not give access to the Internet.
Is it possible to download an offline version (more precisely, an intranet version) of these maps from somewhere?

There are maps for navigation programs. For example openstreetmap.ru . You can try to port navigation software or write your own for such maps. Accordingly, they can be updated periodically.
