The fileinmail program monitors the specified local folder on the computer and sends a file from it (as an attachment to the letter) as soon as it appears to the specified email address. The problem is that the free version is provided for 30 days. Are there any free alternatives to fileinmal?

Have you looked at Watch4folder ?
Based on the description, you only need to monitor 1 folder, the free version allows you to do this. Sending a letter, I believe, can be done by an external utility, of which there are many, incl. free.
