Are there any programs for tagging files and performing batch operations on them based on these tags?

Hello.
It is necessary to quickly sort files, incl. in the Downloads folder.
I would like to select files or folders in Explorer, quickly assign labels to them through the context menu (which I can create and edit separately). Then perform group operations on files. For example, move all files labeled "Books" to folder X.
I wanted to use something like Automate v.10, but it's overkill for my purposes, and there is a problem in use.
For example, I want to move all videos to a specific folder. No problem - moves. But I have groups of videos (training) that need to be moved in bulk in a folder. It is quite difficult to teach a program to determine this. And with self-tagging it would be possible.
Can anyone suggest software for this purpose?
PS The only thing I found is TagSpaces, but it feels like it's HTML+JS+TwitterBootstrap wrapped in a Windows program. I haven't figured out yet whether it's suitable for my purposes... Apparently, no, you can't tag other than through the program shell...
PSS At least some analogue of colored MAC OS tags.
