Is there a free program to create an installer for Windows with a console interface?

You can find many programs that create installers for Windows, but they are usually gouish, which is very inconvenient. Is there a program that can create an installer simply by specifying options or a file with options on the command line?
From the functions you need at least:
- copy the folder
- offer to choose the installation path
- create an icon in the start
- offer to create an icon for the slave. table
- offer to run the program
Some creator of SFX for example 7z would come up, but something did not understand whether he can create launch icons.

If shortcuts support something like %TEMP% (and they certainly do) then SFX and proper file locations might be the way to go.

As far as I remember, NSIS's entire GUI is just a wrapper to the distribution's description file handler.
One must think that from the console it processes them successfully in the same way.
