Are there freelance exchanges where you can work without a down payment? fl.ru makes you pay immediately. Is it possible to earn some money first? Or just do where you can ask? Maybe in a team? I'm in web development. so far, I have learned js from layout. I am interested in PHP SQL and so on

All exchanges that have at least some customers take money for full access. Nowhere to go. You can try and evaluate the availability of projects and the prospect of payback for a paid account on any exchange with a basic account. So, choose where there are more orders and do not be shy - it will pay off for any, even an average specialist.
