For those who do not know what it is: roughly speaking, companies that provide an API for working with plastic cards - including storing card data and regularly debiting funds (relevant for SaaS products with a monthly subscription).

Attention, the question is: what prevents the emergence of such systems in Russia? If laws, what are they? If they are absent, then ... I don’t know what. If tax and other authorities - how?
