Free plastic card for withdrawing rubles from PayPal?

Tell me the banks where you can get a free or super cheap debit card to which you can withdraw money from PayPal. The specificity of PayPal is that for a bank account it asks for only 2 parameters: the BIC and the recipient's account number. Unfortunately, there are few banks in Russia where account details are so simple. Usually, banks ask to write the full name of the recipient on the payment details, and the legal entity of the bank is indicated as the recipient itself (for example, popular Kukuruz cards have such details). Banks that I personally tried to withdraw money and which exactly meet the requirements of PayPal: VTB-24, Alfa-Bank, Russian Standard. Unfortunately, the listed ones do not have free cards, but I already have paid ones (from other banks) and I would not like to get new ones. Where can I get a free or very cheap card, just to withdraw money from paypal? At the same time, so that withdrawing from an ATM is also free?

They open an account without any problems and give a card in any branch, even to a non-resident.
From the documents you need a passport, name the address in Russia (they do not check) and have a Russian SIM card with a mobile number.
Ask for account details right away. Even the simplest free instant issuance card has a full-fledged "direct" bank account, the account number starts with 40817810 or 40820810 if a non-resident.
