Are PayPal smart buttons available for individuals?

to implement on the site the possibility of paying by customers to foreign paypal sellers. Those. directly to their paypals, bypassing my site, as an intermediary, but so that notifications arrive on my site.

For this I use smart button. Implemented on localhost. Everything works, payments to the sandbox account go through, the back on the site after the payment starts, everything is ok.

Began to transfer to production. Created live app in api. Copied secret, client id. And when you click on the paypal smart button (when the createOrder method is launched), the error Error: Expected an order id to be passed arrives in response from paypal

. I understand that the order was not created in paypal. The code with localhost is identical. I checked the data for authorization - everything is clear. Looks like PayPal is failing.

I couldn't find how to contact them. Tell me who has experience in implementing the PayPal smart button. Because of what it can be? Do these buttons work with an individual's paypal (more precisely, an individual's api app account)? Or do you need to wait? (created app 3 hours ago). Or for what else the error can be returned?
