When making purchases on ebay, you can use the "Guest" mode and you could do without registering with paypal by choosing a payment method with a bank card and entering only the details of the card itself and your email address, and registering with paypal was optional. So it was back in mid-May, when I made my first purchase. Now, when paying with a card, they also began to require a passport number and a phone number with a password for mandatory registration in paypal. On the payment page, I changed the country and loaded what I saw in the month of May. Looks like a forced service!
Now the question is: if you select another country when paying and be connected via vpn in that country, and the card is issued by a Russian bank, will the payment occur or the system will run into the Russian card issuer and require plastic from the country with vpn? I rarely make purchases and payments on the network, and I don’t receive money at all - so there is no need to register with paypal.
PS For the sake of interest, I conducted an experiment on registration using one-time mail (most of the time was spent on setting a password) and it turned out that during regular registration, a passport number is not required (yet?)!

Paypal used to be able to pay without registration, only directly from the card.
But now the legislation in Russia has changed and all this crap is required (for Russian accounts or Russian cards).
I don’t remember exactly which article, but there is definitely such a thing for about the last two months.

Now you can pay for qiwi, which is really convenient. He has no commission and he is easier than PayPal, I registered in 2 minutes, deposited money in the qiwi terminal and that's it, you can buy. Paypal is full of smut.
