Do I need to send a check to other countries for the self-employed (paypal)?

Good afternoon. I will have a service website for English-speaking countries.
I want to register as self-employed and accept payments on the site for services with paypal. But knowing our state, I think paypal can block the account at any time and I will have to confirm just the tax that I am self-employed honest and pay all taxes.
Q: Do I need to send a check to English speaking countries? After all, the check is in Russian, they won’t understand what it is at all, and they don’t need it either. The check is sent through the tax office (for the self-employed).

Please note that when making cashless payments, the check must be generated and transferred in electronic form or on paper to the buyer (customer) no later than the 9th day of the month following the tax period in which the settlements were made, by sending a check to the buyer (customer) to the subscriber number or e-mail address provided by the buyer (customer), or by providing the buyer (customer) with the opportunity, at the time of generating a check at the point of sale, to consider it a computer device (mobile phone, smartphone or computer,including tablet computer) QR code contained on the check.If it is impossible to transfer the generated check in electronic form or on paper to the buyer (customer), the professional income taxpayer must do this at the first direct interaction with the buyer (customer) . The commission is the personal expenses of the "self-employed" for using certain services . The NAP regime does not take into account the costs associated with the conduct of activities, including commission. Income is considered the entire amount of income.

Well, it should be read literally: when the cancer whistles on the mountain, aka when it will be possible to meet with the customer and give him a check.
And so - honestly fill in the client's address / phone number field (FFD tag 1008) and voila ...
Moreover, e-mail is still better, because sending SMS to a foreign phone number of the buyer will be expensive)
p / s / naturally, as elsewhere - ambushes are possible :
- buyer's phone may not receive SMS
- field length 1008 - 64 bytes... not every e-mail address will fit there
