Why does paypal charge such a large commission when withdrawing money from upwork?
I withdraw 188 dollars, it says on upwork that the cost of withdrawing is 1 dollar, 173 dollars come to the PayPal account! Where do these commissions come from? The paypal website says that they charge 3.9% for conversion.

This seems to be related to the double conversion in paypal. Everywhere it says that you can turn it off by clicking on the conversion options, but I stupidly don’t have such a tab. I withdraw to the savings bank

Most likely, these dollars are converted into rubles at an unfavorable exchange rate, and when the account status is displayed, the ruble amount is already converted back into dollars. PayPal does not charge any fees.
This means that the main account is in a ruble stick. In fact, the dollars are no longer there. They were immediately converted into rubles upon arrival. Palka's commission for converting incoming dollars into rubles is approximately 4.5%
