Are laptop/computer power supplies network filters?

Good day.
Are power supplies for laptops / desktop computers also part-time surge protectors? And if so, how good? In other words, how much is the same laptop protected from a poor-quality power supply with multiple interferences and surges, which will burn out in the event of a sudden overvoltage - the PSU or the laptop itself?
