Who is to blame for the fact that the computer does not start on the button?

Good afternoon. The problem is the following: the computer spontaneously turns off, and under load (during games) it did not turn off, and then it does not start on the button. It happens that it simply does not start on the button from the off state after the correct shutdown. And, it seems like, I found a crutch fix: turn off the power supply for a couple of minutes (toggle switch). After that it starts.
Is this the fault of the power supply or could there be another reason? Can this case be diagnosed?

It's the power supply's fault.

Yes. For some reason, the PSU goes into overload protection mode. The protection mode is removed by de-energizing - like yours.
To begin with, throw another PSU for the test, then - a soldering iron in your hands, or to repair it, or in the trash, depending on the circumstances.

The cause of the overload may be the peak power consumption of the video card, as well as problems in the electrical circuits on the motherboard. The first is solved by replacing the power supply with a more powerful one. The second is the replacement of capacitors or other measures, based on the results of diagnostics (in the service).
