How popular and effective are Adaptec's hardware RAID controllers? Found this inexpensive version of the device.
Or is it worth looking towards LSI and Intel, which cost at least 30k each?

Any hardware RAID is quite effective (options of absolutely frank Chinese, of course, are not considered).
