Archiver with the strongest encryption algorithm

Perhaps not so expressed. Let me explain.

Prompt the archiver with the most secure encryption. And with encryption of file names, that is, so that they cannot read the names of what is inside the archive until they enter the correct password.

7-zip and WinRar will encrypt filenames if you specify the appropriate option when creating the archive.
