Android tablet does not see files on a flash drive. Why?

ESSENCE briefly:
1) I dropped the video from the computer to a regular USB flash drive into a directory called "New folder" - everything is OK
2) I connected the USB flash drive to the tablet via a wire (OTG) - everything is OK
3) I tried to find the directory "New folder" on the flash drive folder" - but it is not there ... "New folder" is seen only on Windows ... but on the bucket it is not there ...
What could be the reason?
Usual flash drive, 4GB, FAT32
And if you create a directory in EFS on a tablet, then the folder can be seen both on the tablet and on Windows ...

Apparently, this was a glitch in Android version 5.1, because after updating to Android 6.0, the glitch disappeared.
