Android 5.1.1 and built-in netbook modem?

I rolled an android onto a netbook (intel atom stone). Rolled cyanogen mod. So, in the netbook there is a place for a SIM card, there were no problems under Windows, the modem was detected and successfully used. And under android does not want. Says no sim card (CEP). Dug-modem connected via usb.
lsusb -n says the following:

I installed the ppp widget2-megaphone modem immediately, but the native one cannot. To be more precise, it defines, but cannot communicate with it:

UPD1: ls -l /dev/ -- our modem in the system is listed as ttyUSB0, group and owner of radio, therefore the system defines it as a modem, but the android itself does not even see it.
So, what are your suggestions?

Maybe PPP Widget ? There were no problems with modems connected to the tablet via OTG, they worked, so if your modem hangs on USB, then you should try it.
