Android 4.4: role of external sdcard

due to the fact that in the kitkat the application is allowed to write only to the folder of its package in / extsdcard / adnroid / data, and when the application is deleted, this folder is also deleted, the question arose: what role is now assigned to the phone for additional sd? earlier it could be used to save photos, videos, music to offload the built-in / sdcard. Google is pushing us to not use it? only to store large application resources?
