Sector splitting on a disk is performed by the disk manufacturer.
This is a piece of software, but software at the disk controller level.
It if a modern disk.
If we talk about those drives that can be connected to the commodore, then you need to first look for such an interface (I'm not sure if there is an IDE, I suspect FPO or something else) - there are no such drives on sale anymore. But it is quite possible for them that their controller was practically non-existent, and low-level formatting is done from a computer or BIOS.
But at the moment, such devices are almost impossible to find even at flea markets.
