VNC, for the best option. And such things are still usually hosted locally or via a VPN.
Usually everyone uses vnc for implementation (even if they modify it beyond recognition), hanging on top of additional functionality and convenience of connecting through third-party servers (the same teamviewer and anydesk for example). All of them give access only to the active console.
