Why won't windows 10 see updates?

The thing is, there were certain problems with the PC, I deleted all the latest system updates through the panel with the search for errors at startup, after which I returned to the original win settings. Assembly 1511. I started checking for updates and it did not find any new updates. I tried to clean all the installed ones, then reinstall them, they were installed, but not with the new assembly. Why is this happening?
Is there a separate installation image of the last, well, or penultimate update, so much so that the entire system would not be demolished?

The last image is downloaded, in fact, and so, it's just not for writing to a USB flash drive, but for "updating".
Use the MediaCreationTool utility and make yourself an installation disk (flash drive).
