What platform to use to write a Windows application?

Good day, I wrote an extension for chrome (manages the placement of ads on the site), now there is a need to create an application for windows with similar functions. I only know HTML, CSS, JavaScript and some PHP. Which platform is better to use WinJS and nw.js.
