Drupal is a very flexible permissions engine. It is not positioned as an engine for an online store, BUT it is only at first sight.
If you dig deeper, it turns out that Drupal is a CMF, that is, a framework from which you can blind everything.
Now back to the online store, you need Drupal + Ubercard module and you will have a very powerful store with flexible rights
