Am I obligated under Russian law to delete user comments if he wants to?

Good day.
In general, subject.
There is a blog, the user posted a comment, after a while he demands to delete it, although there is nothing illegal in it (offensive / disclosure of private information, etc. in my opinion).
Do I, as the blog administrator, have to remove it? If yes, what law regulates it?
PS I am not in the media, I am not listed in the registers.

It's a difficult question. One reputable Russian company dealing with Internet resources claims that the law requires it, and the administration of Stackoverflow claims that, in accordance with the user agreement, any publication immediately ceases to be the property of the author and becomes public domain, and therefore its author cannot demand anything. Well, there is no judicial practice on this matter yet, apparently.

It's like personal information. It is unlikely that you can uniquely identify the user. They didn't show you your passport.
