The accounting department was furiously eager to sign a real paper contract with Hetzner so that it would be possible to spend money on the site “in white”.

Hetzner support says something vague, like "Fill in master data". It's already filled in.

Actually, the question is: does anyone already have experience of signing a paper contract with Hetzner?

I can’t say about Herzner, but their fastvps.ru partners have an LLC in Russia and you can easily conclude an agreement with them.

It is no problem to conclude an agreement if you are residents of the European Union. If not, then there is no problem either.
I sent data on the company, the military in my country, details ... like everything.
After there was a forwarding of contracts by real mail. and everything is still working.

With hatzner Russian jur. face - nothing. They themselves are not very eager to do this.
