All Windows 10 Pro browsers slow down, how to fix it?

Hello.
For about 2 weeks now, all browsers (Chrome, Microsoft Edge, Firefox) on the PC have been slowing down.
All other programs work fine.
Reinstalled Windows but nothing changed

Windows 10 Pro build 18363.1198
QuadCore Intel Core i3-8100, 3600 MHz (36 x 100)
Intel(R) UHD Graphics 630 (1 GB)
Intel Cannon Lake H310, Intel Coffee Lake-S
16225 MB ( DDR4 SDRAM)

Where to look for a problem?
Unable to use browser.
With any action, the friezes open the site page for 2-5 seconds and for a long time.

Maybe a problem with iron? For example, the old hdd.

What does the performance monitor say?
IMHO the problem may be in the network.
Check for packet loss to large resources, per 1000 ping requests.
Check the work of dns, try an alternative one, are there friezes when opening resources by ip?

in the browser.cache.disk.enable search
(put false / false
