After installing Dev C++ item is missing in windows form application project. Why?

Hello.
Installed Dev c++ . When creating a project, the windows form application item is missing.
Although according to this video it should be www.youtube.com/watch?v=N6CB24OyOa0.
How to fix it?
Is this some kind of plugin? if yes, where can i get it?
