Without switching to third-party resources, since the program will be in public places, this is software for a vending machine (terminal). And where is the logic? Do you want to say that the program works in kiosk mode and therefore you cannot open the browser? Use WebBrowser or similar "engines" from other browsers, then you won't have to open it.
