Get an Alfa-Bank card (they give it right away) and attach it to Yandex.Money and WebMoney, via Alfa-Click (this is an Internet bank, you will be offered to connect immediately when you receive the card). It will be necessary to send photocopies of the passport and something else to attach the poison and VM. When they confirm that it's you, you can translate back and forth. Transfers are instant. I did all this in one day.
I had a Sberbank student Maestro card. I withdraw to it through webmoney services.
It costs 0.8% + 15r, but it takes a long time. 2-3 weekdays.

No e-money, no country of residence. In Belarus I withdraw at 1% wm through money changers.
If you contact WebMoney, then immediately make a personal certificate for yourself, otherwise you will suddenly restore access to the frozen account for a couple of months.
