Hello. I recently bought a computer and ran into the following problem - VERY low FPS with hardware powerful enough for minimal graphics settings.
Characteristics:
CPU: Intel Pentium Core 2 Duo E5700 3.00 Ghz (Overclocked to 3.33 Ghz)
GPU: Asus Radeon 7770HD 1gb, GDDR5, 128bit, core frequency 1070 Mhz!!!
RAM: 4 bars of different frequency and manufacturer 2 Gb in general
Power supply: 400w
System: Win7 x32 license.
FPS in the range of 30 - 60. In all games, which should be 80 - 100
Monitor resolution: 1366x768
Key points:
1. Drivers are the newest.
2. V-sync is off everywhere.
3. In the Catalyst settings, everything is for performance.
4. Processor temperature 45 - 50 degrees. Video card - 45 - 52 degrees.
Please note that the GPU and CPU in the game rarely even reach 70%, despite the fact that the FPS is record low.

2GB of memory is not enough, especially for games,
if adding is not an option, dig towards the release of available resources. knocking out excess crap from wasps and software.
