Page_Fault_In_Nonpaged_Area Win10?

Sometimes the computer does not load Windows at startup, but gives a screen of death with an error: Page Fault In Nonpaged Area, after which it goes to reboot, while the computer restarts and the monitor does not turn on, and the mouse and keyboard with backlight do not turn on (understood from the backlight), when the system unit itself works, nothing beeps, etc.
Most often this happens when I turn on the computer for the first time (that is, I turn on the surge protector and then turn on the computer and the death screen crashes)
After the computer has "turned on", nothing works, except for the system unit. After that, I hold down the Power button for a few seconds and the computer turns off, while if I just press the Power button, then nothing happens. After that, I just turn on the computer and everything works.

Check the RAM with memtest and conduct a meticulous inspection of the motherboard for swollen and leaking capacitors in the VRM and memory area.
Such errors usually occur when there are problems with the power supply of the CPU and RAM.

Well, here the capacitors are definitely dry.
