where the user can purchase a virtual service, attach a picture, send
and the order will be placed in the personal account, the admin will see it, set the status, in work, accepted,
rejected, completed. There will also be a payment history. Uploaded by admin.

yii is a framework, it's designed to do things like this. Do it optimally for a specific project. You, as I understand it, are trying to find something like a plugin for cms. But yii is not cms.
