32-bit programs stopped running on windows 7. All shortcuts of 32-bit programs turned into icons of the same type. How to fix?

Are you sure that only 32 bits stopped running?
Program labels have nothing to do with the bitness of the program they refer to.
What happens at startup? Mistake? Which? A screenshot would be nice.
Look at what is written in the registry: HKLM\Software\WOW6432Node\Microsoft\Windows NT\CurrentVersion\Winlogon Userinit parameter. Should be "userinit.exe".

This usually happens after updates. Sometimes it helps to simply uninstall problematic updates.
