Are you sure that only 32 bits stopped running?
Program labels have nothing to do with the bitness of the program they refer to.
What happens at startup? Mistake? Which? A screenshot would be nice.
Look at what is written in the registry: HKLM\Software\WOW6432Node\Microsoft\Windows NT\CurrentVersion\Winlogon Userinit parameter. Should be "userinit.exe".
This usually happens after updates. Sometimes it helps to simply uninstall problematic updates.
Have you tried launching the program directly, and not through a shortcut?
