1C Web client why is the Record button not active?

The 1C web client works, but as I understand it, it is in read mode. Why not active button "Record"?

It doesn't matter how you log in - web, thin or thick clients. If the write button is not available, it means that you have read-only and do not have rights to edit the directory. Contact your administrator.
