Will stock HDMI or DP on a macbook pro 15-2015 output a picture at 100Hz on a monitor that supports 100Hz or will it be cut to 60?

HDMI is definitely not, but mDP - how lucky) It's better to test before buying. On the Apple website, for example, a maximum of 60Ghz is indicated everywhere, but recently I came across it where 100Ghz starts up on the Mac Mini 2018, and via HDMI 2.0 (in your case, there is simply no support for 2.0)
